This is managed by the "Content Sections" Content Block. You can remove this if you'd like. You can add this to the Homepage or any inner pages.

To create one, go to Content Editor > Content Blocks > Add A Content Block. You have the option of adding a link and you can also choose a width of 1/3 or 1/2.

Give it a title and select the Group of "Content Section". Fill in your content and pick your settings, then add it to a page through the component tool.
